As the Special Representative of Ukraine for Latin America and the Caribbean at the Ministry of Foreign Affairs, Ruslán skillfully intertwines political dialogues and communication strategies with the rhythms of salsa and the passion of samba, opening new opportunities for Ukraine’s recognition and understanding in the world.

His academic path began at the Kyiv State Linguistic University, where he built a solid foundation for his future achievements. As he progressed through prestigious academic institutions, including the Diplomatic Academy of the Ministry of Foreign Affairs and the National Academy of Public Administration under the Presidency, Ruslán discovered that diplomacy is the art of turning the impossible into the possible.

His career has unfolded against picturesque landscapes from Brazil to Spain, where each assignment has enriched his palette of experiences and professional achievements. His tenure as the Ambassador Extraordinary and Plenipotentiary of Ukraine to Mexico, Guatemala, Costa Rica, Panama, and Belize (2012-2021) has given him profound insight into intercultural interactions, fueling his passion for international diplomacy. Thanks to his proficiency in five languages, Ruslán builds bridges instead of barriers, fostering understanding and mutual respect among nations.
